ACCOUNTANT

Duties

• You will serve as an accountant for COMNAVIFOR applying experienced, working level knowledge of accounting principles, methods, techniques, and financial management/automated accounting systems, and financial management assignments.
• You will perform in-depth analysis of budgetary and proprietary account balances, requiring an experienced, working understanding of account balance reconciliations.
• You will perform general ledger to subsidiary account balance reconciliations to ensure accurate and prospering reporting, as well as identifying material discrepancies and recommend corrective actions.
• You will develop, recommend, and implement financial accounting policies. Review proposed DoD, DoN, and BSO level policy changes; assess impact on financial operations and provide recommendations to senior financial managers.
• You will develop, recommend and implement financial accounting policies as they relate to financial systems. Disseminate financial management policies to all levels of COMNAVIFOR.
• You will provide financial systems assistance to system users as required.
• You will assist in the establishment and assessment of short- and long-range plans for financial systems, taking cost-benefit analyses into consideration.
• You will assess impact on financial operations and provide recommendations to senior financial managers.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This position may require overtime. Typically overtime is worked during peak financial periods, e.g. fiscal year end. (10%)

Qualifications

GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Experience and solid understanding of standard accounting principles (USSGL, GAAP) and financial management (FM) regulations.

Ability to conduct routine data reconciliations and identify basic transaction errors.

Experience in written and oral communication skills to draft audit responses and explain standard FM policies to stakeholders.

GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Experience and advanced mastery of complex financial systems, accounting structures, and overarching federal FM policy.

Experience and analytical skills to detect systemic financial errors and perform root-cause analysis/corrections.

Experience in oral and written communication skills to present sensitive audit findings to leadership and translate highly complex, vague policy into actionable guidance.

Education

BASIC REQUIREMENT:

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
