Program: OPNAV N16 – MyNavy HR Enterprise Testing
Clearance: Active Secret Clearance Required

Position Overview
The Test Lead Analyst I serves as the senior testing authority and team leader for OPNAV N16 MyNavy HR enterprise testing efforts. The Test Lead holds full accountability for the planning, preparation, execution, reporting, and closeout of assigned test events from start to finish, and directly leads and manages the Senior Test Analysts and Test Analysts assigned to their team as their first-line supervisor. Beyond event- and team-level ownership, the Test Lead provides program-level testing leadership — governance, requirements traceability, defect management, release readiness, and stakeholder engagement — ensuring OPNAV N16 MyNavy HR systems meet operational, contractual, and quality expectations.
Key Responsibilities
Test Event Ownership & Execution
• End-to-End Accountability: Own the full lifecycle of assigned test events — planning, preparation, execution, reporting, and closeout — serving as the single point of accountability to the Testing Project Manager for event outcomes.
• Planning & Preparation: Develop test event schedules, staffing and resource plans, and readiness checklists; confirm environment, data, and participant readiness prior to execution.
• Execution Leadership: Lead daily execution activities and stand-ups during test events, directing team activities, triaging issues in real time, and adjusting plans as needed to keep events on track.
• Reporting & Closeout: Ensure timely, accurate test event reporting (status, metrics, defect summaries) and lead formal event closeout, including after-action reviews and lessons-learned capture to inform future events.
Team Leadership & Management
• Team Supervision: Directly lead and manage the Senior Test Analysts and Test Analysts on the team, serving as their first-line supervisor for day-to-day work and conduct.
• Workload & Resource Management: Assign, balance, and adjust team workload across concurrent test events based on priority and capacity.
• Performance Management & Mentoring: Monitor individual and team performance, provide regular feedback and coaching, and support the professional development of team members.
• Scheduling & Coverage: Coordinate team schedules, leave, and coverage to ensure adequate staffing across all assigned test events.
• Escalation & Issue Resolution: Serve as the first point of escalation for team questions, blockers, or interpersonal issues, resolving directly or elevating to the Testing Project Manager as needed.
• Onboarding & Team Integration: Onboard new team members, including surge hires, ensuring rapid integration into team processes, tools, and standards.
• Quality Review of Team Deliverables: Review and approve test plans, reports, and other artifacts produced by the team prior to submission to the Testing Project Manager or Government stakeholders.
Program-Level Testing Leadership
• Develop and manage test strategies, master test plans, execution schedules, dashboards, KPIs, and testing metrics across the program.
• Ensure full requirements traceability between requirements, user stories, test cases, test results, and defects, while maintaining comprehensive test coverage across business and technical domains.
• Oversee defect lifecycle management, triage prioritization, root cause analysis discussions, retesting, and resolution coordination across the program.
• Lead Test Readiness Reviews (TRR) and Production Readiness Reviews (PRR), ensuring objective readiness assessments and providing go/no-go recommendations based on testing outcomes, risks, and defect status.
• Enforce testing standards, governance, and quality controls across the test team.
• Drive innovation and continuous process improvement initiatives to enhance testing efficiency, quality, and repeatability.
Stakeholder Engagement & Communication
• Coordinate directly with Government functional owners, Program Managers, developers, and stakeholders.
• Provide executive-level testing status briefings, risk assessments, and recommendations to leadership.
• Partner with product owners, functional owners, stakeholders, and Sailors to validate requirements, refine user needs, and ensure MyNavy HR capabilities meet operational expectations.
• Support leadership in completing and delivering contractual requirements and deliverables.

Desired Qualifications
• Bachelor's degree in a related field.
• 7+ years of experience in software testing, system testing, or enterprise systems support, including direct supervisory or team-lead experience.
• Demonstrated experience leading and managing multidisciplinary testing teams, including workload assignment, scheduling, and performance management.
• Demonstrated experience owning test events end-to-end — from planning through execution, reporting, and closeout.
• Strong knowledge of Navy personnel and HR systems or ability to rapidly learn and support Navy HR business processes.
• Proven ability to manage testing in DON or similar federal environments.
• Excellent leadership, communication, and decision-making skills.
• Active Secret Clearance required.
• Prior experience with U.S. Navy or Department of Defense (DoD) programs, environments, or stakeholders strongly preferred.
• ISTQB Certified Tester Foundation Level (CTFL) certification (preferred but not required).
• ISTQB Certified Tester Acceptance Testing (CT-AcT) certification (preferred but not required).
• Supervisory or leadership training/certification a plus (e.g., PMI, DAU leadership coursework, or equivalent).
