Program Manager

The Office of Inspector General (OIG), Office of the Chief Information Officer (OCIO), delivers comprehensive Information Technology (IT) services supporting approximately 2,000 global end users across more than 60 locations. OCIO maintains and operates all IT systems and communication capabilities required to advance the OIG mission, including database administration, storage management, transition management, application services, mobile device management, IT asset management, domain services, network transport, and service desk operations.

We are seeking a Program Manager to serve as the contractor's primary point of contact for the ServiceNow IT Sustainment Support Services effort. This role is responsible for integrated oversight, coordination, execution, and risk management across all workstreams associated with the program.

Hybrid Work Schedule: This position offers a hybrid work schedule, providing flexibility to work both remotely and onsite based on business and team requirements.

Responsibilities

• Serve as the contractor's primary interface with OIG stakeholders for the ServiceNow IT Sustainment Support Services program.
• Develop, maintain, and manage the integrated program plan and schedule.
• Oversee coordination of priorities, staffing, capacity, resources, dependencies, milestones, deliverables, and Government decision points.
• Manage work using Government-approved ServiceNow project, portfolio, demand, Agile, and work-management capabilities.
• Identify, maintain and track program risks, issues, actions, decisions, and dependencies.
• Lead contract deliverables, reporting, and performance oversight.
• Facilitate engagement with Government stakeholders and ensure alignment with mission needs.
• Coordinate with ServiceNow representatives, vendors, and enterprise IT service providers.
• Oversee architecture, development, testing, release management, organizational change management (OCM), and knowledge-transfer activities.
• Ensure requirements remain traceable through design, backlog, testing, acceptance, and release.
• Maintain visibility into program performance metrics, operational backlogs, milestone progress, and customer priorities.

Qualifications

• Bachelor's degree in information technology, computer science, engineering, business, or a related field; equivalent relevant experience may be considered.
• Active Secret clearance.
• IAT Level II certification (such as Security+ CE, CCNA Security, GICSP, CISSP, etc.).
• 8+ years of experience in IT program or project management experience, including enterprise platform implementation, modernization, managed services, or large-scale IT sustainment efforts.
• Experience managing ServiceNow platform capabilities and implementation programs, including IT Service Management, Configuration Management Database, Common Service Data Model, workflows, integrations, reporting, platform upgrades, and release management.
• Experience managing the full lifecycle enterprise application deployments, including requirements, solution design, development, testing, deployment, organizational adoption, operations, enhancement, and continual improvement.
• Ability to establish and manage program performance measures, service-level objectives, implementation milestones, risks, dependencies, budgets, staffing, vendor performance, and executive reporting.
• Strong communication with senior Government stakeholders to translate mission and business priorities into executable roadmaps, release plans, and measurable outcomes.
• Demonstrated ability to manage complex, multi-vendor programs with distributed teams.

Preferred Qualifications

• 5+ years supervising IT service or platform programs of comparable complexity;
• Experience supporting DoW, IG, or federal IT programs.
• Relevant certifications such as:
  • Program Management Professional (PMP)
  • ITIL 4 or 5 Foundations
  • ServiceNow Certified Implementation Specialist
  • ServiceNow Technical Project Manager
  • Agile
• Experience on DoW/Federal ITSM or platform modernization programs.
